Planning Report Completed 2017
Santa Clara County embarked on an extended effort to develop a new County Civic Center. As an early step in its Master Plan Development for the Civic Center, Santa Clara County took a broad view of all County departments to evaluate its current and future space needs.
The first project in this overall planning process is to create a facility which would house all County Public Safety and Justice administrative services on one site. The Public Safety & Justice Center is further developing a unique approach involving integration of public safety and justice services through shared resources, increased collaboration, and efficiencies to improve services and the client and employee experience.
Working with Anderson Brule Architects, C A Lentini Design helped lead the planning effort to develop the Public Safety & Justice Center Service and Operational Model and document the facility needs.
The planning effort included up to 16 departments and agencies, both direct safety and justice service providers as well as indirect service providers working in conjunction with various departments. The process was highly interactive and included as many as 8 different stakeholder groups throughout the effort. The process was divided into three phases: Phase 1 - Service Model & Operational Plan, Phase 2 - Program Development, and Phase 3 - Operational Diagrams.
The information developed in this process recommended a program of 615,000 SF of total space, along with all of the critical relationships between and among the departments, including key security and access considerations. This report will form the basis of design for the Public Safety and Justice Center on a project site identified within the larger Civic Center.
